If you want any explanation on CIR details you can drop an email at consumerqueries@cibil.com. If you have cleared all your pending dues then your credit rating will be good. The rating depends on persons repayments of loan or credit card payments. If there are dues then rating will be low and some people rating even go into negative when they don't bother to clear their dues. You can check the report with your bank as list and reports are prepared by banks and sent to cibil. If bank refuse to show the report or give copy you can put complaint on bank website. If within 15 days you don't receive any satisfactory reply you can file complaint with banking ombudsman with a copy of your complaint as a proof.
