There is no separate procedure for ATM account in bank. When you open saving account with SBI, bank will provide you ATM cum-debit card. For this bank will also give you PIN which you will use to do transaction at ATM and after the first transaction you can change the PIN but you must remember the changed PIN otherwise you will not be able to do transaction at ATM. Never write ATM PIN anywhere or on anything which is easily accessible for others as this number is kept confidential otherwise any body can conduct fraud and you will lose money.
